Ukrainian President Volodymyr Zelensky Asserts Absence of Explicit Security Pledge from Partner Nations

Ukrainian President Volodymyr Zelensky says European allies have failed to provide concrete pledges that they will protect his country in the case of a new Russian aggression.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Allies proposed that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

The Russian government has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow currently controls about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would defend Ukraine.

"But as long as we don't have such security guarantees - legally binding, endorsed by legislatures, supported by the United States Congress - this question cannot be answered. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "90% ready".

Territorial concessions and security guarantees have been at the forefront of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
